“Saturn” system for pesticide and agrochemical traceability to be launched in July

This is according to Alexander Osminin, the Deputy Director for Informatization of the Federal Center for Animal Health (FGBI “ARRIAH”) of Rosselkhoznadzor, as he said in an interview to the lead editor of Veterinary Medicine and Life, Yulia Melano.

“The deadline will be July this year. The system has to be active. And it will be active by that time,” he said.

Rosselkhoznadzor is currently engaged in “Saturn” development and launch. It is worth noting, that according to the law “On safe pesticide and agrochemical management” adopted at the end of 2020, Rosselkhoznadzor is authorized to control the import of these substances and ensure compliance with regulations for their application at agricultural production.

Alexander Osminin explained, that the new traceability system is basically the same as “Mercury” system.

“The system is based on the same principles as “Mercury”, taking into account sector-specific features of pesticides and agrochemicals. We’re acting in the same way as we did, while launching FSIS "VetIS". What was the sequence then? “Argus” was the first component. Which is an import control. And we’re doing the same thing with pesticides and agrochemicals,” Osminin said.

He also added that a pesticide and agrochemical import registration unit was introduced last year. This system is already active. Rosselkhoznadzor’s inspectors are registering pesticide and agrochemical lots entering the territory of the Russian Federation. And economic entities are able to submit scheduled imports notifications.

Later on traceability units tracing the manufacture and movement of substances within the Russian territory and their application on cultivated fields will be launched.

“The general principles will be the same as those applied in “Mercury”. Namely, issuance of manufacturing and transportation certificates with the same supply chain. Meaning that each new document is processed on the basis of the previous one, as the system is aimed at establishing traceability up to the stage of application on cultivated fields” the expert explained.
