Penalties of up to 450 rubles for violation of manure handling requirements approved by State Duma in its first reading

Russia plans to introduce penalties of up to 450 rubles for non-compliance with the livestock by-products handling requirements. The corresponding draft bill was approved in the first reading by the State Duma of the Russian Federation on February 16, 2023.

Reminder: the new law on livestock by-products comes into force on March 1, 2023. It applies to manure, guano, sewage sludge, and bedding.

The livestock by-products handling requirements were approved by Government Decree No. 1940 of 10/31/2022.

Fines are imposed for non-compliance with the requirements. To achieve this, changes will be made to the Code of Administrative Offenses of the Russian Federation.

Thus, the following fines are proposed for non-compliance with the livestock by-products handling requirements during storage, transportation, processing, and sale:

– 30 – 40 thousand rubles for state officials;

– 50 – 60 thousand rubles or suspension of activity for up to 90 days for sole proprietorships;

– 250 – 350 thousand rubles or suspension of activity for up to 90 days for legal entities.

Besides that, repeat violations will be fined with:

– 40 – 50 thousand rubles for state officials;

– 60 – 70 thousand rubles or suspension of activity for up to 90 days for sole proprietorships;

– 350 – 450 thousand rubles or suspension of activity for up to 90 days for legal entities.
