According to the document, the terms will be set by the government, but not earlier than March 1, 2024.
The law comes into force on September 1, 2023. This document introduces amendments to the current law on veterinary medicine.
Amendments provide for the identification of animals by any means (leaving out service animals). As officials of the Ministry of Agriculture explained earlier, animal identification is applied in order to prevent the spread of infectious animal diseases, identification of pathogenic agent sources, and paths.
Animal identification data will be added to the Federal State Information System “VetIS”, which belongs to Rosselkhoznadzor. The animal identification system “Horriot” has been developed for these purposes, and it has already been launched. Each animal or group of animals will be given a unique alphanumeric code.
According to the document, all animal identification records will be kept free of charge. Owners are free to choose the means of identification at their own discretion and expense.
According to the document, pets are not subject to mandatory identification. The State Duma officials announced earlier, that identification of pets, including cats and dogs, will be covered by a separate legislation.
