Currently, stray dogs are managed in accordance with the TNVR (Trap-Neuter-Vaccinate-Return) program, under the law on responsible treatment of animals (Federal Law No. 498-FZ).
The authors of the bill intend to skip the ‘return’ stage, when stray dogs are returned to their former habitats. Instead, they suggest keeping the dogs in shelters until natural deaths or adoption by new owners.
The deputies explain that human security should be prioritized. “Once on the street, the dogs seek to join packs, that are a threat to people. There has been an increase in the number of stray animals recently. Effective approaches to the stray dog issue are needed, and preventing people from contacts with stray dogs is a first priority,” says the explanatory note.
