Russia willing to ban captures of dolphins for public display

Russia plans to ban the capture of marine mammals for cultural and educational purposes. A corresponding draft law has been passed in the first reading by State Duma on December 15, 2022.

“Capture of marine mammals for educational and cultural purposes is prohibited,” the draft states.

However, according to the document, an exception is possible. Permission to capture marine mammals for cultural and educational purposes can be granted by a special government commission. Such decision to be published online.

“A ban on the capture of marine mammals for cultural and educational purposes will cut off the possibilities for dolphinariums, sea circuses, etc. to replenish their supply of animals by taking them from the wild,” the authors of the law explained earlier. However, they don’t rule out the possibility of replenishing dolphinariums with animals born in captivity.
