Russia to ban construction of new animal burial sites

A bill that bans the construction of new animal burial sites and sets up a record of the existing ones was introduced to the State Duma by the government. The State Duma will consider the document in its first reading during the autumn session, the Parliamentary Newspaper reports.

There are almost 14,000 animal burial sites in Russia, with 46% of them active and posing a threat to biological safety. “In order to prevent animal diseases, including those spreading between animals and people, the construction of new animal burial sites is prohibited in the territory of the Russian Federation,” the draft law says.

“This initiative sets new rules for disposal. Animal burial sites may become the source of disease as unhealthy animals are often buried there. Consequently, a system preventing substances from contaminating the ground waters and the surface must be developed,” Vladimir Kashin, chairman of the Agrarian Issues Committee of the State Duma, explained to Parliamentary Newspaper.

The record of cattle burial sites will be maintained within the FGIS Cerberus, which is a part of the VetIS system. The record will include data on every burial site, aiming to ensure biological waste traceability, the Cabinet of Ministers says.

Besides that, the Ministry of Agriculture will develop veterinary rules for the operation and dissolution of animal burial sites and give definition to the concept of “cattle burial site”.

In addition, the Ministry of Agriculture will establish a list of biological wastes resulting from the processing of animal food products and non-food materials from animals. The new law is expected to come into force on September 1, 2024.
