Rosselkhoznadzor to issue permits for market sales of animal drugs

According to the government decree published on the official internet-portal of legal information, Rosselkhoznadzor will be issuing permits for market sales of veterinary immunobiologicals as of September 1, 2023.

The decree says that the Service will issue permits for market sales of veterinary immunobiologicals produced in or imported to Russia.

“Animal health products used to be subject to mandatory safety certification. Later on, the procedure changed, which raised the need to develop a new assessment procedure for the conformity of medicines being introduced to the market. In particular, the government prepared a decree entitling Rosselkhoznadzor to issue permits for market sales of immunobiologicals,” the Service’s press office explained.

Besides that, the Service is entitled to inspect animal housing facilities, as well as those used for production and storage of animal products intended for export (leaving out EAEU countries).

The list of requirements from importer countries will be published on Rosselkhoznadzor’s official website.

This government decree also expands the powers of the Russian Ministry of Agriculture. It is entitled to adopt the procedure for attesting a veterinary drug registration holder and carry out the attestation procedure. It is also authorized to issue test reports on the compliance of the first two batches of a veterinary immunobiological. These changes will come into force on September 1, 2023.
