The new rules aim to combat counterfeit and falsified drugs. They address the lack of requirements for sellers on many online platforms to set forth a pharmacy business license issued by Rosselkhoznadzor, as well as the insufficient enforcement of quality monitoring for the veterinary drugs being sold. Veterinary drugs of questionable quality found in retail outlets are frequently of uncertain origin, making it difficult to ascertain if proper storage and transportation conditions were maintained. Besides that, a letter accompanying the proposed regulations notes the prevalence of veterinary drugs prohibited in Russia.

The draft regulations were developed in collaboration with industry-specific entities and experts. Oversight of adherence and approval of necessary licenses will be conducted by Rosselkhoznadzor.
