Vladimir Putin signed into law the veterinary export control of agricultural products bill

Russian President Vladimir Putin signed a law which will ensure the fulfillment of obligations undertaken by Russia in terms of veterinary exports control of agricultural products. Russia undertook those obligations after joining the World Trade Organization (WTO).

The new law will introduce amendments to the veterinary medicine law. The instrument is available in the legal information section on the Russian Government website. The law will come into operation on March 1, 2023.

According to the new law, the Russian Government will establish the inspection procedure for the Russian exporters of livestock products. The assessment will be conducted at the request of an exporter and will be free of charge.

Under the new policy, the Russian competent authority will conduct inspection of exporters’ facilities involved in breeding and maintaining of animals, as well as in production, storage and processing of livestock products intended for export. In respect to inspection, Rosselkhoznadzor will undertake responsibility to conduct assessment of exporters’ production facilities to ensure they comply with the regulatory import requirements.  

Particularly, this will include facility inspection, evaluation of production process and relevant documentation, and review of animal diseases situation reports in the country where the facility is located.

"Inspection of facilities will not be conducted if the importing countries recognize the Russian mandatory requirements established for controlled goods that meet the veterinary requirements of the importing countries," stated in the new law.

The Deputy Minister of Agriculture of Russia Maksim Uvaydov explained earlier that the new law seeks to boost export of livestock products and ensure they meet all international standards.

In 2020, Russian agri-companies earned an unprecedented sum - over $30 billion in income.
