“To run a pilot on labeling of packaged pet food (excluding farm animals) from May 1, 2022 to February 28, 2023 on the territory of the Russian Federation,” says the draft resolution.
It is clarified that the feed for farm animals will not be subject to labeling.
The operator of the pet food labeling pilot will be the Center for the Development of Advanced Technologies (CDAT). It is planned that the CDAT will develop requirements for a new information system by May 15.
Russia also plans to run a pilot on labeling of finished and canned meat, meat byproducts, vegetables and fruits from May 1, 2022 to February 28, 2023.
The purpose of labeling is to be able to trace the product life cycle from manufacturer to retailer.
Each product will be assigned a unique identifier (code) that is to be indicated on the packaging or a product label and contain accurate data on the product – name, manufacturer information, production date, time and location. The system will record the product movement within the supply chain, including code check in the store when the product is placed on the shelf. This will allow combat counterfeit products on the market.
By 2024, Russia plans to launch a national product labeling system designed to bring an end to the illegal marketing of products. Drugs, dairy, tobacco, perfumes, furs, footwear and a number of other goods are already subject to mandatory labeling. Pilots on labeling of food additives and antiseptics have also been underway.
The pilot on canned fish labeling is scheduled for launch on April 1.
