The previous application form approved by the Ministry of Industry and Trade in 2010 will be invalid after adoption of the new form. The major difference between the new and old application form is that the old form did not prescribe the purpose of drug usage for medical or veterinary use.
When applying, each applicant must now specify the purpose of usage of substances - for medical or veterinary use.
Additionally, the new rules would establish procedures for distribution, sale and release of narcotic drugs and psychotropic substances included in the list of controlled drugs in Russia.
After final approval of a draft application form, the order authorizing the form will come into force March 1, 2022 and be effective through March 1, 2028.
