An explanatory note said that under the Russian Law on Responsible Treatment of Animals (No. 498-FZ), it is prohibited to return stray dogs to their former habitats if they continue showing signs of unreasonable aggression. Furthermore, if dogs display signs of unreasonable aggression, the local authorities are allowed to catch them again after the first release.
However, the law does not set out a procedure for identifying such signs of unreasonable aggression, noted authors of the initiative. “According to public, if the government does not take measures, the number of stray animals attacking people in the streets in Russia will not decrease,” explained authors of the initiative.
The deputies have proposed to establish a common procedure at the federal level for identification of signs of unreasonable aggression in stray dogs.
