Under the new legislation, the Russian Ministry of Agriculture empowered Rosselkhoznadzor to maintain the national register of feed additives.
“Any manufacturer can check the status of feed additive registration in the register, confirm whether it was legally imported, and its efficacy and safety have been evaluated,” explained Vasilina Gritsyuk, Deputy Director of the “Russian State Center for Animal Feed and Drug Standardization and Quality” (FGBU "VGNKI") of Rosselkhoznadzor to Veterinary Medicine and Life.
The expert clarified that the register is available on the Rosselkhoznadzor website.
Also, according to the new legislation, the registration deadlines for feed additives have been reduced. Under the old system, samples of feed additives were submitted for laboratory testing during the registration process, however, under new rules, an applicant requesting authorization for a new feed additive must provide a laboratory conclusion upon submitting the registration application, pointed out Vasilina Gritsyuk.
The expert noted that there is another change - Rosselkhoznadzor will be authorized to cancel or suspend the registration of feed additives.
The Deputy Director of VGNKI clarified that the registration of a feed additive in the national register is subject to suspension due to the following:
– if a negative effect that has not been previously specified in the direction for use is found;
– if a feed additive contains GMO that has not been specified in the registration application;
– if an authorized feed additive does not comply with mandatory requirements stipulated in the documentation.
If the registration of a feed additive is suspended, its movement, distribution and production in Russia will be prohibited.
“The federal veterinary executive authority may suspend the registration of a feed additive for a period not exceeding 18 months in order to make a decision about the registration renewal or pursue a legal action to cancel the feed additive registration,” explained Vasilina Gritsyuk.
Another new legislation (No. 197-FZ) coming into force on January 1, sets out a state duty for registration of a feed additive. The amount of duty is 85 thousand rubles.
If a dossier of an existing authorization of a feed additive requires modification including evaluation of additive, the duty amount will be 34.700 rubles. If the modification of an existing authorization of a feed additive does not require an evaluation of additive, the duty amount will be 7.700 rubles.
