“The lack of a collective database for breeding animals is a restraining factor for domestic animal production development,” the explanatory note says.
The data on the results of selective breeding are currently collected by the service of the Russian Ministry of Agriculture. Such data is submitted by competent regional authorities once a year.
The draft law provides for the building of a national information system for animal breeding, which will contain data on breeding animals and herds, and allow for keeping records on breeding farms, analyzing and processing the submitted information, and monitoring the accuracy of the data.
Besides that, according to the authors of the project, the system will provide for the development of breeding programs and activities, aimed to support the development of domestic animal breeding and reduce dependence on imports of genetic material. The procedure for the introduction of the new system, as well as the terms and requirements for data submission will be set up by the Russian government.
